CLAUSE 86(3) – PUBLIC NOTICE OF DEVELOPMENT APPLICATION

The Shire of Northam has received an application for development approval in accordance with the Planning and Development (Local Planning Schemes) Regulations 2015.

Location: Lot M1096 Smith Road, Burlong

Proposal: Extractive Industry (Sand and Gravel)

Synopsis of Proposed Development

The application seeks development approval to recommence a previously approved extractive industry (sand and gravel) on Lot M1096 Smith Road, Burlong. The Shire of Northam originally approved extraction in January 2010 and amended the approval in February 2011. However, that approval lapsed on 20 October 2020.

The proposal involves the small-scale extraction of sand and gravel from within two existing pits covering an area of approximately 15.5 hectares, with active excavation limited to approximately 1 hectare of sand and 1 hectare of gravel at any one time. Extraction will occur intermittently, typically 30–50% of available days, with between one and five truck movements per day. No blasting, crushing, or screening is proposed. Dust and noise will be managed in accordance with the updated Excavation and Rehabilitation Management Plan (2025).

The pits will be progressively rehabilitated, returning the land to a rural use at completion. Final excavation depths will be up to 4 m for sand and 2 m for gravel, with batters no steeper than 1:4.

An existing, dedicated access road connecting to Smith Road near Great Eastern Highway will be utilised, avoiding impacts on nearby dwellings. Due to the limited scale, intermittent nature of operations, and separation to sensitive premises, no significant off-site impacts are anticipated.
