The local government has received an application to use and/or develop land for the following purpose and public comments are invited.

Property Address:

Lot 881 (No. 239) Yilgarn Avenue, Malabaine

Proposal:

Construction and operation of a Hydroponic Growing Facility comprising a 3,299m² industrial building with growing rooms, drying and storage areas, packaging space, administrative offices, 18 on-site car parking bays, loading docks, three 300,000L rainwater tanks, security fencing, and associated landscaping. Wastewater will be directed to an approved on-site wastewater treatment facility, and the proposal involves minimal staff attendance and low vehicle movement.

Synopsis of Proposed Development:

The proposed Hydroponic Growing Facility, to be operated by Vitaponix, is intended for future Lot 838 within the new AvonWest industrial estate. It will include a purpose-built structure for hydroponic cultivation, packaging, and dispatch of nutrient-based plant products. The facility is designed to operate during standard business hours, with up to six staff and a low number of truck and van movements weekly. The proposed use is considered consistent with the objectives of the Light & Service Industry zone.

Comments on the proposal are invited and must be submitted in writing on or before 4:00pm, Thursday 18 September 2025. Submissions must be addressed to the Chief Executive Officer and may be lodged via:
