That Council:
- Note the Community Emergency Services Manager Report as provided and notes the revised process for the selection of the CBFCO, DCBFCO and Senior BFCO positions as outlined in this report.
- Note the Chief Bush Fire Control Officer Report as provided.
- Appoints the following Fire Control Officers for the 2021/22 Season in accordance with the criteria set in section 5 of the Shire of Northam Bush Fire Manual:
Wundowie BFB Mathew Macqueen Jason Cacic (approved for appointment subject to meeting minimum training requirements prior to the start of the 2021/22 season)
Wundowie VFRS Jeffrey Roberts (approved for appointment subject to meeting minimum training requirements prior to the start of the 2021/22 season)

4. Endorse the Shire of Northam Fire Break and Fuel load notice as provided in Attachment 1. 5. Review the training requirements for the BFB leadership group, as determined by the Bush Fire Service Training Program, and provide feedback to the brigades in relation to the following:
- What is Councils view and action if a member does not attain the recommended Training Qualifications?
- If Lieutenants/Captains do not attain the qualifications for the courses AIIMS 2017 and Incident Controller Level 1 – what is Council’s position and direction to the related Brigade
- How does the Council view Captains who prefer to provide good management and leadership roles in preference to being an Incident Controller and are more likely to attend fires in the capacity of a Fire Fighter only?
- Whether the Council will consider prior experience as acceptable qualification to holding a Captain / Lieutenant role.

Proposed Temporary Development – Co-operative Bulk Handling, Leeming Road, Grass Valley |
- That Council APPROVE the application (ref: P21083) to obtain development approval to construct a temporary grain receival and storage facility at Lots 9002, 18, 19 and 20 Leeming Road, Grass Valley, subject to the following conditions:
- The development hereby permitted shall substantially commence within two (2) years from the date of determination.
- This development approval is time limited for a period of 12 months from the date of the commencement of the approved use.
- The development hereby permitted shall be carried out in accordance with the stamped approved plans.
- Prior to commencement of any works, detailed drainage plans, including calculations, shall be prepared by a suitably qualified person and submitted to the local government for approval.
- Prior to commencement of any works, detailed elevation plans, including any cut and fill, shall be submitted to the local government for approval.
- Prior to use of the development, provision of on-site car parking in accordance with Clause 4.13 of the Shire of Northam Local Planning Scheme No. 6.
- Prior to use of the development, vehicle crossover(s) shall be constructed to the specification and satisfaction of the local government.
- Prior to use of the development, the approved stormwater management measures shall be implemented to the satisfaction of the local government.
- Effluent generated on site shall be disposed of in an approved manner.
- That Council request Main Roads WA confirm the potential design requirements for the intersection of the Great Eastern Highway and Leeming Road for any future development applications.

- Direct Debits Total $73,904.50.
- Payroll Total $437,466.13

Lease of 298 Fitzgerald Street, Northam |
That Council
- Accept the Department of Local Government, Sport & Cultural Industries request to alter the lease option period from 2 x one-year options to 1x three (3) year option for 298 Fitzgerald Street Northam, commencing 15th August 2021 and expiring 14th August 2024.
- Authorise the CEO to place the common seal on the amended document.
